One component of PAHSCI’s distinctive design is the research and development of the model through a cycle of documentation, assessment, and reflection provided by Research for Action (RFA) with additional support from The Center for Data Driven Reform in Education (CDDRE), MPR Associates, Inc., and from FHI 360. The evaluation of the Initiative is based on PAHSCI's Theory of Change.

RFA and FHI 360 collaborate to collect and analyze the qualitative evaluation on PAHSCI and its impact on student achievement, participant knowledge and practice, changes in school culture and capacity, collaboration and implementation of the partner organizations, and the sustainability of PAHSCI’s goals, activities, and outcomes. CDDRE and MPR Associates collect and analyze the quantitative data on student outcomes and the trends in improved student achievement
